Composite gun kits will be treated the same as full guns.
The Biden Administration is planning on releasing new and updated legislature regarding the sale of “ghost guns” in the next day or two. A “ghost gun” is a firearm that is sold in the form of a kit containing composite parts, rather than a single complete gun. Due to a loophole in firearm regulations, these kits can be purchased online or from retailers without any kind of background check, and since they don’t have manufacturer serial numbers, the resulting assembled gun is completely untraceable.

The updated law proposed by the Biden Administration would, in essence, extend the currently-existing regulations placed on traditional firearms to these “buy build shoot” kits, requiring the manufacturers to be licensed and to place a serial number on each kit, as well as requiring background checks to purchase them.
“At its core, this rule clarifies that anyone who wants to purchase a weapon parts kit that can be readily be converted to a fully assembled firearm must go through the same process they would have to go through to purchase a commercially made firearm in short weapon parts kits that may be readily convertible into working fully assembled firearms must be treated under federal law,” a senior administration official explained to ABC News.

“It’s high time for a ghost gun exorcism before the proliferation peaks, and before more people get hurt — or worse,” New York Senator Chuck Schumer said in a public statement. “My message is a simple one: No more waiting on these proposed federal rules.” Schumer stressed that these kits are “too easy to build, too hard to trace and too dangerous to ignore.”
