With close-looped cruise options you can travel to a number of destinations that don’t require a passport. This exception applies for certain countries including: Jamaica, Mexico, Honduras, Panama, Bermuda, Costa Rica, Cayman Islands, Aruba, Belize, Bahamas, and Puerto Rico.
A close-looped cruise are cruises that being and end at the same U.S. port, giving the ability to enter or depart a country without proof of citizenship. For this option you can provide a government-issued photo identification, along with proof of citizenship such as a copy of your birth certificate.
